Instructions
Preheat oven to 375°F and grease a baking dish.
In a bowl, mix ground beef, breadcrumbs, egg, milk, onion, garlic, ketchup, salt, and pepper.
Press mixture into the bottom of the baking dish.
Bake for 20 to 25 minutes until partially cooked.
In a saucepan, melt butter and stir in flour, cooking briefly.
Gradually whisk in milk and cook until thickened.
Add cheese, salt, and pepper, stirring until smooth.
Mix in cooked macaroni.
Spread mac and cheese over the meatloaf layer.
Bake for another 15 to 20 minutes until heated through.
Serve warm.
Notes
Do not overmix meat mixture.
Use freshly shredded cheese for best texture.
Allow to rest slightly before serving.
