Heat vegetable oil in a skillet over medium-high heat. Cut tortillas into triangle wedges. Mix sugar and cinnamon in a bowl. Fry tortilla pieces in hot oil for 30–60 seconds per side until golden. Remove and drain on paper towels. Toss warm pieces in cinnamon sugar mixture and drizzle with honey before serving.
